“Spring” Newsletter

Spring 2010 Garage Sale information: A few property owners have expressed interest in a Spring Garage Sale. Therefore, it should not require a committee to organize the Spring Garage Sale.  In the past the property owners participating in the Spring sale were widely dispersed throughout the subdivision and traffic flow did not become a major problem.  The Board of Directors has agreed to allow POA members to run their sales independently.

The following conditions apply to the Spring ‘10 Garage Sale:

  • Each participating member will be responsible for advertising his garage sale.
  • Merchandise may be displayed on Saturday, April 17th between the hours of 8:00 a.m. and 4:00 p.m. 
  • The garage sale signs may be placed in front yards on Saturday, April 17th until 4:00 p.m.
  • On Saturday, April 17th, between the hours of 6:00 a.m. and 4:00 p.m. one sign may be placed at each of the entrances at Fairway Drive, Eagle Lane and Lakeview Drive.
  • ·  Additional Reminders and/or Suggestions:
    • Garage sale participants and non-participants are urged to rope off driveways and property to ensure easy access to/from your home and to protect your yard and/or sprinkler systems.
    • Due to traffic concerns, residents living along County Road 12 are urged to contact a friend inside our subdivision to display items for sale.
    • The streets should be open in time for mail delivery (which is now later in the day) and our delivery person will make every effort to reach your mailbox.  We have spoken with the local postmaster and if parked cars prevent access to a mailbox that mail will be held and delivered on Monday.
    • It has been suggested that each participant could place balloons on their mailbox to indicate that you are having a sale at your home.
  • ·  The Wolf Bay watershed Watch Organization will be happy to pick up the left over yard sale items from the Glenlakes Sale.
  • 2010 Annual Meeting: Make your plans to attend the Annual meeting on Monday, May 3rd.  It takes 185 affirmative votes/proxies to change any covenants.  For the last several years we have not been able to pass any changes because not enough people were present or sent in their proxy.  This year we are going to contact as many residents as possible for their proxy vote if they are not going to be able to attend the meeting. We appreciate your help in attending the meeting but if you are unable to do so, please give your proxy to someone who will be in attendance. The packets for the Annual Meeting will be sent out the first week of April.

    Annual Dues: There will be no increase in annual dues for residents of Lakeview Estates.  The dues of $100 are due on May 1st and on June 1st there will be a $10 per month late fee. Mail your dues to: Lakeview Estates POA, PO Box 984, Foley, AL 36536-0984 or bring them to the annual meeting.

     Covenant Violations: We have some non-residents doing weekly drive-bys to check on covenant violations. After the hard winter please take appropriate measures to repair any damage to landscaping.  Major problems are yard maintenance and trash cans left outside.  If you have any questions about the covenants look  online at www.glenlakesfoley.com or if you do not have a computer and need the covenants please request a copy.

    Beautification Committee: Anyone who would like to share flowers, bedding plants or bulbs please let a committee member know. We are going to be cleaning out flower beds and planting spring flowers in the next couple of weeks. The Committee is very small and in need of volunteers to help with planting flowers at the newly completed entranceways.     Music Fest: The meeting was held on Wednesday, March 10, 2010 with the producer and organizers of the Music Fest set for June ‘10. About 45 people were in attendance with about 30 residents being represented.  At the end of the questions the Police Chief and Fire Chief stated they were not pleased with what was going to happen and would not approve the June date.  It was felt that if the Police and Fire Chief was satisfied with the way it would be put on nearly everyone present felt they would not oppose the Music Fest.

    Next year projects: Please let your Board Members know of any project you would like to see accomplished in Lakeview Estates for the next year.

    Board Meetings: Lakeview Estates Board meetings are held the second Tuesday of each month. The ARC meets at 2:00 pm for about 30 to 45 minutes followed by the Board meeting.  Everyone is invited to attend the meetings. If you would like something brought up at the meeting please let a board member know about a week ahead of time so we can make plans to include it in our Board meeting agenda.  The minutes of the board meetings are posted on the Clubhouse hall display and on the website.

    Lakeview Estates Website: The website was first published in March 2008.  The website is a free service for Glenlakes residents and is used to get out information.  If you would send information to jgdubose@gulftel.com , I will try to put it on the web-site. Some information on the site is about The Gardens, The Villas and Carnoustie.  About 90% of the information involves Lakeview Estates. If you see something on the site of interest please tell your neighbors without Internet access.

    First of Year Newsletter

    January 26, 2010      

    West Beach Realty: Since July 2009 the Board has been handling all of the duties previously done by West Beach Realty including billings, notices, minutes of meetings, etc.   This action will save the POA a minimum of $22,000 per year and has been quite a learning experience for the Board. Ed Solomon (Treasurer) is handling the payment of bills/invoices, collecting dues, filing taxes and all legal work.  Joni Loock (Secretary) has been sending out notices of Covenant violations, doing letters and taking minutes of meetings. We have financial information much more current for our board meetings and provide more timely communications since this change was made. 

             Entranceways: We completed improving the Entranceways with the help of many residents of Lakeview Estates. A special “Thanks” to Fred Brown (Carnoustie Manager) for letting us use their flatbed trailer and backhoe to plant four Sago Palms and three Washingtonia Palms.  This saved us over $1,500 for delivering and planting costs.  With volunteer help, all the entranceway work was done without hiring any outside help.

             American Flag Pole Project: I started a project through the website www.glenlakesfoley.com to place two large American Flag poles at the entranceways at Clubhouse Dr/County Rd 20 and Fairway Dr/County Rd 20.  I received donations in 19 days from residents of Lakeview Estates, Carnoustie, The Gardens and The Villas for over $3,200.  The first flag was raised on October 16, 2009.  The flags really add to the appearance of Lakeview Estates without any extra expense to the Lakeview Estates Property Owners.

             Light Pole American Flags: We placed American flags purchased for July 4th on the light poles for Labor Day, Veterans Day and September 11th.  With the American Flag brackets mounted on the light poles it provided a place for Christmas Wreaths and Mardi Gras Decorations.

             Christmas Wreath Project: Since the other residents in Glenlakes use the entranceways I started a Christmas Wreath Project asking for donations from all the different residents at Glenlakes not just Lakeview Estates.  The cost of making the wreaths was $11 each and 78 were needed for the light poles in Lakeview Estates & County Rd 12. This gave Lakeview Estates Christmas decorations without any extra cost.  There was $178 in excess funds which was used for the main entranceway wreaths.  Additionally, I requested and received approval from the people who made the extra donations to use the money for Mardi Gras decorations.

             Mardi Gras Decorations: Lakeview Estates POA and the left over cash from the Christmas wreaths paid for the Mardi Gras Decorations. We ordered the Mardi Gras nylon banners online and then ordered 16 sheets of 4’ X 8’ corrugated plastic 3 mm thick.  Some plastic was used for the banners and the other plastic sheets were used for making masks.  We have 21 banners and cut 58 masks out of the plastic sheets.  The cost of each nylon banner was approximately 8 dollars.  By making the masks it only cost approximately $2 each not counting the labor hours for scroll sawing, painting and putting them all together.  Many residents helped on the project and they will be listed on the website.  If you see any of the volunteers tell them “Thank You”.

             Neighborhood Watch: The watch is up and running.    Block captains and other information is listed on the                               www.glenlakesfoley.com website.  We ordered signs for the Watch program and Fred Blake and Larry Gray placed them at each entranceway.

             No Solicitation Signs: This summer Foley passed a revised “No Solicitation” law for residential developments. The revision states that if “No Solicitation” signs are posted in a development, the solicitors must have a license issued through the city in order to solicit in that area.  We had five “No Solicitation” signs made and placed at each entrance to Lakeview Estates.

             Mail Boxes: We have been having several problems with the condition of some mailboxes in the neighborhood and complaints from other residents about the way many mailboxes look. We are in the process of making those homeowners who may be in violation of the mailbox covenant aware of this issue and ask for their help in correcting the problem.

             BCSS Sewer update: Negations are still under way by the Sewer Committee representing Glenlakes, our lawyer and the BCSS lawyers. Most people are now getting bills for their sewer charges. Hopefully in the next few weeks it can be settled. The main sticking point is doing away with the original agreement. BCSS wants it removed and our Committee will not agree to remove the original agreement from any new agreement.

             Electronic updates for Residents: Out of 368 lots in Lakeview Estates we now have 284 e-mail addresses and 57 residents have no e-mail. We continue to research to find if the remaining 27 residents have e-mail addresses. By doing e-mails and using the web-site for information it has saved the association a lot of money.

             2010 Annual Meeting: Make your plans to attend the Annual meeting on Monday, May 3rd.  It takes 93 individual lot owners present at the meeting or proxy on hand to hold the annual meeting.  At the 2009 meeting we had 73 members and 96 proxy votes. It takes 185 affirmative votes/proxies to change any covenants. For the last several years we have not been able to pass any changes because not enough people were present or sent in their proxy. The Annual meeting for 2008 had 87 lot owners present. This year we are going to contact as many residents as possible for their proxy vote even if they are not going to be able to attend the meeting.  We appreciate your help in attending the meeting but if you are unable to do so, please give your proxy to someone who will be in attendance.

             2010 Annual Property Owner Dues: Based upon our proposed budget including several community beautification projects, we anticipate the annual dues for next year to remain at the same level of $100 per lot.  These fees are due May 1, 2010 and a separate mailing/invoice will be sent to you regarding your dues prior to May 1st.  Dues are late June 1, 2010 and a $10 per month late charge will be added to the property owner’s balance each month thereafter. You may mail your payment to PO Box 984, Foley, AL 36536 anytime.

             Rental Property: Please let the Board know who is renting or leasing your property.  Make sure you provide the renters with a copy of the covenants. If you need a copy please let a board member know.   If you could provide the renters phone number and e-mail address it would help inform them of Lakeview Estates POA information. We want them to feel welcome in our community and keep them informed of events, covenant problems and news releases on the website.
